[6178] Elmer was a Leslie Co. KY Judge, teacher, principal, athletic coachand director of the In-School Neighborhood Youth Corps Program for theLeslie County School System. He served as Director of the FederalFarm Security Program for Leslie and Perry Counties. He held theJudge's bench for 17 years. In 1967 Elmer was elected to serve asKentucky Secretary of State. He was serving this position when he diedof a brain tumor in September 1970. His wife, lelia, was appointed tofill out the unexpired term.
